its based on the hopkinsville encounter yes, but in the actual game Sableye itself has no connection to outer space. It's more fantasy than science fiction, being a demonic little gem eating gremlin that dwells in caves.

It functions exactly like Blissey except its special defense is fucking 210 instead of 135.

The only thing that hurts Evio Chansey is the lack of Leftovers but if you aren't running a Chansey with Wish and/or Softboiled you're doing it wrong anyway.

Remember tiers are a popularity contest. Evio Chansey is clearly too powerful for UU, she's just used marginally less than Blissey. It's not a question of viability so much as popularity and I think the relative newness of Evio-driven builds is part of that.
