There are always expcetions to classification rules.
Hell look at Duck Billed Platypus (which is what Golduck is and he shouldn't be on this list either). Look up red Pandas too. They were considered the original Pandas. then Panda BEARS were discovered and they were put under Racoons. Now they're their own kind of animal, own genus.
