But if they are just made to increase the legendary numbers, fucking no. Gen IV had too many legends and some of them doesn't have ANY plot, like Heatran, AKA giant space flea from nowhere. Shaymin is cool, but also doesn't have any importance for the game story.
Gen V was really succesful with legends to me, cause almost all of them are relevant in some way.
