In anycase, the only reason New York was chosen is because Masuda was there and wanted a game that was loosely based around this.
He was in Europe a little while ago, so the chances are the main focal points of Karos will be French but other aspects of Europe will be thrown in and mixed with the typical Pokemon scenery.
It's not GTA after all, there is no single basis for inspiration.
