I dunno if it has been brought up, but I feel Normal as a secondary type is rather weird, it hasn't happened before actually. Also notice how its really focusing on making everything about it to really be like a solar power generator.

My theory is that this Pokemon, under some circumstances such as Sunny Day, Erikiteru will switch from Electric/Normal to Electric/Something else, like Fire.
It could also mean it just increases its Attack like most some Fire Pokemon, but that wouldn't answer why it isn't pure Electric.
