get a fucking clue OP, IVs are in place so that all pokemon are unique in power in the wild. People that have perfect 31 IVs are playing competitively, where its appropriate to level the playing field so every Pokemon is the same. If you want perfect IVs in game, breed for them, assuming you are mentally capable of performing simple instructions on IV breeding.

It causes a hassle for competitive players and encourages people to hack. Also puts hackers a good amount above players who want to play legitimately since it's a huge PTA to get the right hidden power and IV combination just by breeding.

Why isn't this a thing? Why can't they have every Pokemon have a few possibly minor physical differences like the Notch-eared Pichu?
