Basic question about how stats and evolution works.

Do pokemon with non level dependent evolution (frienship/stone/trade/etc) have different stats depending on weather they evolve sooner rather than later?
Say I have two ryolus with the same everything except one I turn into a Lucario at level 2 and the other at level 80, will they both have the same stats come 99?

This seems like a basic question I should know the answer to.
