At the start of the game, you pick which region you want to start in, then play through it to what would be postgame, at which point you may choose to begin again in another region, with a different starter. You can't take you old Pokemon with you, preventing the need for level pacing.
Once you've played through that second region, you can freeroam the regions you've completed so far with access to all your Pokemon from previous regions.
At any point during freeroam you can choose to begin in a new region, but you must leave your Pokemon behind once again, though they'll all still be there when you finish the region.
