Honestly, I have no idea. But I think Phione is one of the most unnecessary Pokemon ever. It's just some weird weaker version of Manaphy yet it still isn't usable in the Battle Tower/Subway, etc

It's a half-blood. Its Ditto parent was an average pokemon, but its Manaphy parent was a legendary making it half-legendary.
