Was Togepi retarded? Every other Pokemon born from an egg came out ready to battle and have legitimate interactions with the other Pokemon, Scraggy even battled and shit, but Togepi just cried. Has science gone too far?

Togepi was the first real baby Pokemon the anime ever did. They ran hard with the "Baby" thing, which is expected. It was a real baby.

As the show went on and had more babbys they started writing them more like normal Pokemon.

Brock's Bonsly cried a lot too and the same goes for Larvitar. The only newly-hatched Pokemon I don't remember crying were May's Eevee and Dawn's Cyndaquil as well as Ash's Scraggy which was bat-shit crazy when he hatched.
