They're lines.
They imply that his head is segmented and textured, not completely smooth.
Getting rid of the lines makes his head look very smooth, which is odd for a reptile. Since his head isn't a classical reptile shape, the lines help give this impression.
There are also lines on his hands, feet, and tail. Simply not having lines there would break the balance of the design.

Honestly, I don't mind the lines, but it does look better.
However, with the lines its head looks like a windmill, and since it's based on electricity generators, its evolution will probably continue the theme, including those lines.

The first statement wasn't about the coloration, it's about the design having little to no details - aside from the long, quadripedal body and lack of fur - that suggest that it's a lizard; just look at its head.

And yellow = electricty doesn't address what I implied, which is that the coloration of the tail, legs, and frills don't really have a point

It's in my opinion that the design doesn't need much to convey what it is. The long smooth body and stubby legs are enough to convey that it is lizard like. It is also a very odd Pokemon, being both Normal and Electric and I feel that is interesting and shown fairly decently through it's simplicity and coloration. And the earflaps are adorable.

But yeah, opinions I just think arguing over this stuff sometimes gets really dumb and repetitive when it isn't something you can change, nor is it something really objectively quantifiable.

The Panda and Goat are also pretty simple. The Panda is a stylized angry panda and Gogoat is a goat with handle bars and grass on its back. It's simple, but it doesn't really need to be anything more, in my opinion.
