In that sense a starter deck as all the elements you need, energies basic trainers & tools and the basic pokemon (usually commons) while boosters provide evolutions and more useful trainers & tools. Most of the starting decks seem to have their 'headliner' card and any required pre-vos but also some basic with maybe only stage 1 evo like maybe 3 charmanders and a pair of charmeleons but not a single charizard, why..to get you to hunt through boosters. In that sense it seems more idealistic to go this route assuming you can translate them.
