They could have added 6 pokemon, had it in shitty 8 bit graphics, black and white, with no music, and only one button. If anyone criticized it, you could just say "does it HAVE to have more than 6 pokemon, does it HAVE to have colors?"
Pokemon is one of the most successful video game franchises in the industry, and they do plenty of jewing people out of cash by selling the same game to people 3 or 4 times per generation, they can afford to do more than the minimum, or just acceptable
