A rich man who regularly throws parties, he does this because he studies the interaction between people and Pokemon of different types, and thus uses these gatherings for his research. You, your friendly rival, and the rich rival end up arguing, and he gives you the Starters to see how different personality types bond with Pokemon.
The "Pikachu clone" is an Electric/Water type, and it's literally "platypus" Pikachu, as in a Pikachu with a red duck beak, and a large, beaver tail, and webbed feet. In-game it's constantly referenced how it strongly resembles Pikachu, so they're having a bit of fun with it.
