The ice mountain region in the top right of Kalos connects almost perfectly to Unova's left-sided ice mountain region.

The same way that Unova was a reinvention of Kanto, will be the same with Kalos reinventing Johto.

Johto and Kanto were interconnected because the regions they were based on literally right next to each other.

New York City and France are not.

Besides, the bottom half is supposed to be the Straits of Gibraltar, and Karos is supposed to be Spain (which is also really, really mountainous and has arid land, a la the place outside of the big ass city).

It's not based off the entire state though, it's based off New York City and a tiny bit of New Jersey. The total area is barely enough to cover Tokyo (Celadon and Saffron City)
