For a mon in the unova dex, 97 was super fast.
For a mon in Hoenn, 80 was above-average.
Back in Kanto, Pidgeot was considered fast. Rapidash was basically the fastest thing in the game that didn't suck.
If Gen 6 includes a bunch of mons with 115 speed, 100 will be considered slow, even if they're all terrible fragile speedsters with no movepools and thus cursed to NU for eternity. But in-game, they'll be fast as fuck and a problem, because you can't just swap in a counter to beat them because you dont have the entire fucking game at your fingertips.
