While I like both, and I do think Lugia has the better design, I prefer Ho-oh, mostly due to the myth surrounding it (It can revive the dead, and even transform them! How awesome is that?). It's also great competitively wise, but if there is one downside, it's that the regular color scheme is pretty...meh. The shiny form is one of my favorites, though.
