How good of a replacement for Swampert is Whiscash? Is it usable in the Battle Frontier?

Reason I'm not restarting for a Mudkip is that I caught a shiny Zubat and I think Torchic fits better than Treecko for May.

The only thing Whiscash has over Swampert is HP. Other than that, he's exactly what you said- a replacement. Whiscash is basically a substitute/weaker version of Swampert if you didn't pick him. Since that's what he was made for, you should be able to use him. Since it's Emerald, you won't have too many problems using Whiscash.
