1.- The general design with bush on his back and neck fits Gogoat.
2.- The colors chosen are similar to Gogoat's colors.
Honestly, even the people who are saying it's just a chibi toy Gogoat are more credible than simply claiming it's bushes, when it's obviously designed after Gogoat.
Trust me when I say I would have believed it to be just ordinary plants if the same generation didn't add a pokemon that looks incredibly similar to it. It's not just mind tricks.
