One of them is magneton. In Gen 4 you evolve it by leveling up in any of the various electric plants (for instance, the Kanto Power Plant)
but in R/B/Y/G/S/C, leveling up Maggy here did nothing.
As for the other one... fuck, IDK. Something along those lines though
