Bagon actually has one of the best "stories" behind it of all Pokemon. Yes, it and Shelgon have shitty designs, but still it's pretty great.
Essentially it's a dragon that wants REALLY HARD to fly, but can't, so it THROWS ITSELF OFF MOUNTAINS instead. Eventually, it actually gets used to this, and gradually toughens. Its body grows so callused it's basically an entire shell(gon), and eventually it finally grows wings and evolves into Salamence and learns Fly at the level it does so. Pretty touching.
