What's strange though, if you take an Arceus caught via Azure Flute to HG/SS, you can make a second trip to Sinjoh Ruins and claim another Dialga/Palkia/Giratina, and all NPCs involved have altered dialogue, so it was probably a last minute decision not to distribute it.
