Dual-type moves already exist
Think about it.

>deals Fire-type damage if the user is holding the Burn Drive
>deals Water-type damage if the user is holding the Douse Drive
>deals Ice-type damage if the user is holding a Chill Drive
>deals Electric-type damage if the user is holding a Shock Drive
Genesect was introduced at the end of Gen 5's lifespan to promote dual-type moves. Expect to see more of them in Gen 6 (although they probably won't have anything to do with the Drives).
Techno Blast will likely get retyped to Steel so Genesect gains STAB and demonstrates dual-type moves better.
