The point is that starters are generally so overpowered compared to any other early game pokemon that they make the game too easy. It isn't a matter of viability. Most starters look like shit and drain the fun out of the entire playthrough because they can singlehandedly fight everything you come against.

Just because you can't use it well doesn't mean it's weak. It can hang on competitively on the defensive/stall role, and ingame it can even take out some opponents.

In Other news, Blastoise, Charizard, Meganium, Typhlosion, Ferakligatr, Swmapert, Sceptile, Empoleon, Torterra, Emboar, Samurott are shit starters

What you tiny brain has to understand, you idiot is that not being soemthign able to 2HKO the entire metagame =/= bad

Serperior for example happens to have a niche in lower tiers as a Dual Screener or a Leech Seed set

Most of the starters you listed ARE good though. Because they don't get outclassed by shit you can find early in the game and they have great movepools. Serperior's movepool is basically only grass moves and normal moves unless you waste a bunch of time gathering BP in the middle of the game.
Why the hell you're talking about tiers when I'm purely talking about in-game? I don't have a damn clue.
