Other rivals may as well be your gay best friend, this guy comes out of the blue to be mean for no reason, then you show him who's the boss, that feels very good to some.
Also, he has the one good thing Gen III rivals had, he's a stranger, they don't make you pretend you know him but you get to do it throught the game and that helps inmersion a lot.
