The "power up X in a pinch" moves are given to the starters because they are supposed to be the bros that pull through for you when the shit gets tough.
I think it's a pretty smart ability for the starters in-game.
From a competative standpoint yeah it's fucking stupid but that's why the dreamworld exists.
