I'm having trouble with Winona's Altaria in Emerald...

Can anyone recommend a good pokemon to counter it that I catch before getting the 6th gym badge?

And Rock Tomb is a very helpful move for Winona. I believe that if you keep using Rock Tomb to lower her speed, Altaria will be forced into using Dragon Dance.

You can also skip her gym and come back to it, although it means you won't be able to use Fly until you decide to battle her.
