Doing away with tiers means that NOBODY would use the worse mons. They'd have no metagames for them to play in, and they'd all be exclusively outclassed by something else.
Why is there this misconception that Smogon turns Pokemon into a game where only 50-60 things are usable. That's what Pokemon would look like WITHOUT a community like Smogon making tiers. With Ubers, OU, UU, RU, NU, and LC, over 300 out of the 649 Pokemon get big representation in one tier or another, if not multiple tiers.
The competitive community is what gives you the opportunity to play with your favorites. Trying to disestablish it actually makes it even harder and less fun to try to play with your favorites, not easier. GF's rules makes LESS Pokemon usable, not more.
