Just because 100 is high guys doesn't mean it's the best.
Obviously, 180 is the highest we naturally get in Deoxys-S. But A LOT of OU mons sit at 100: Celebi, Jirachi, Tentacruel, Volcarona...
Essentially, 101 is needed because it OUTSPEEDS them. It's that simple.
And 100 is okay speed for a sweeper. It's workable.
But 110+, like anon said, is far better.

Genesect had Download so it didn't have that power problem. Staraptor, on the other hand, needs all it can get in both speed and power, which is where a slightly higher speed would make sense.
