To be fair, Naruto has ACTUALLY developed his character properly better, he now is more powerful and unlike his annoying child self, he even called shit on Sakura before, as a child, he would had fell for the "I love you Naruto!".
The problem with Naruto though, is consistency, HEAVY LACK OF CONSISTENCY.
Characters die too early, some characters get reduced to do nothing, heck, characters like Rock Lee, which were very well established and very charismatic were pushed aside. Heck, Sasuke is the prime example of Gary-Stu omega because how much Kishimoto played preferences on him and he is paying the price. This "good reveal" he had is either Kishimoto forcing him to be good now or the editors forcing him because the guy is popular as FUCK with the ladies (Read: tracing Mary-bullshit on deviantart).
