There are plenty of pokemon with sweeper stats who are used for support. Espeon is frail as fuck, but relegated almost exclusively to support. Scizor, who is a hyper offensive beast, is half tailored to complete support, Gengar and Toxicroak, who are both naturally glass cannons, spend their time using support moves to evade attacks, and Infernape is often found playing that half technical set-half offensive set with Fake-out's U-turns and Stealth Rocks.
Staraptor has both Intimidate and Roost which while doesn't make it a tank by any means, gives it oppurtunities to force switches, which is what Glare would be for.
A set like
-Brave Bird
-Close Combat
-Fake-out/Taunt/Glare
-U-turn
A great pivot, with potential stall-breaking abilities and/or a damper on offensive teams. No matter what way you look at it, that Dragonite or ScarfMence switching to take a predicted Close Combat and recieving a nice Glare instead isn't going to appreciate it.
