He could be a deserter, much like Giovanni himself. Not participating in Rocket during GSC doesn't necessarily mean he wasn't involved in RGBY.

I wish Gamefreak kept doing that after FRLG;

Leaving little easter eggs to fill in the canon of past gens and connecting them even further. Maybe even having a few NPCs who would mention the player character from past gens and his/her accomplishments?

Wasn't a terribly important feature but it was really neat imo.
