Because his character development really changed him for the better. It wasn't convincing people who clearly know better to let a weak person go on an adventure where they might be raped or killed (Bianca), or giving up on a dream of becoming the strongest Trainer alive (Cheren), and it certainly wasn't the lack of development seen in Gen3 (Wally didn't develop, he completely changed offscreen, there's a difference) or Gen1 (Blue the boy-shaped obstacle) or Gen4 (where the rivals sucked bad enough that I don't even remember them). Silver started as a self-obsessed asshole, and his losses to the player drive him to learn how to care for his Pokémon, culminating in HG/SS with the double battle against Lance and Clair, which remains my favorite Pokémon trainer battle ever.

This. May/Brendan were the shittiest rival non-rivals in the series. I don't know why they didn't just stick with Wally from the start, where he just got Ralts right in the beginning, you fought him, and it went on from there. I think something might have changed in RSE's development and that might have originally been the case.

Furthermore, he had a silly charming personality and an awesome battle theme. It doesn't beat Silver's development as a character, but I enjoyed Barry for what he was.
