Depending on how much time you want to give and how much you want to spend, you could go three ways.
> Go to wal-mart, pick up a pack. Where I live, they're almost $5 for 10 cards. Since the pack can have any cards, it could give him ones he can use / collect, or at least stuff to trade.> Go to walmart, buy a "collector's pack". This runs around $15, has several packs, a figurine or two, and sometimes a giant collector's card. > Go to a card shop or www.trollandtoad.com (not ebay, tons of fakes floating around) and let him pick out a few he wants. They can run from a few cents, up to a few dollars per.I personally don't suggest the premade decks. They don't come from a set, instead having their own symbols, so they're not too great for collectors (except the hardcore, of course), and because it's a premade deck, most real battlers don't touch them for more than a few select card pulls.
But I do agree that you should ask what he likes first.
