He was actually beating Misty when Team rocket fucked shit up, and like her sisters pointed out, if Pikachu would have fought, Misty would have no chance anyway.
Erika was about an even match before Team Rocket showed up. She never beat him.
Sabrina is the only really questionable win. Pikachu was losing when Haunter came in. Koga and Blaine were legit wins, and he beat Team Rocket for his final gym (after they had beat Gary, no less).
Only half of his Kanto badges (Brock, Misty, Erika, and Sabrina) weren't legit.
