Give an under-performing Pokémon one move that would boost its competitiveness, as well as what level they would learn it at.

Flareon learns Flare Blitz at level 75.

This one is so goddamn obvious that Gamefreak can only be ignoring it intentionally.

The only other applicable physical fire moves are Heat Crash (a weight-based move from the Pignite line) and V-create.

... V-create might not be bad on Flareon.

142 sp. attack, would finally be able to utilize its fire blasts and flamethrowers

You could scarf it for speed, give it leftovers for survivability, or life orb to make it a complete suicide attacker

Protip: the reason people want Flareon to have Flare Blitz isn't because it would make Flareon competitively viable; they want it because it makes sense.

Flareon has shit HP and shit speed. It's going last and already taking a hit. Nevermind stealth rock. And then it's going to practically KO itself with the recoil damage.

No, anyone that knows even a little bit about pokemon knows that just giving Flareon a move like Flare Blitz isn't going to help it out in the metagame. People want it because Flareon is a fire pokemon with monstrous attack and no physical fire attacks more powerful than fucking fire fang. It's just sad to see that.
