Not only own tempo, but berries get rid of confusion. This is a very common strategy in VGC. If you're switching into this kind of stuff and wasting a berry or letting them set up for foul play, that's your own fault.
Keep in mind too that you first need to confuse and paralyze them before reducing the chances of attacking. The skill of a player is determined by how well they can get around a situation, and acting quickly is obviously important. Plus, there ARE hold items that increase accuracy. Sure, they're uncommon, but that doesn't mean they don't help. Even an accuracy boost from 85 to 93 could help a large amount.
