Anyways if Iron Tail isn't a TM in Gen V does that mean it's going to be impossible for me to give it to my MC Snivy in GTI?

IIRC that encounter is largely determined by luck and the number of reviver seeds you have on you. Guaranteed or AoE status moves like smokescreen and spore are a big help.

If you're talking about the Grand master of all things bad, just leave the dungeon, stock up on reviver seeds/petrify orbs/foe hold orbs/violent seeds and try again. Keep Totodile away from Sunflora, let your partner deal with her.

Check their IQ skills and possibly deselect all their moves so they use their regular attack, if that's what you meant. You could just give them a Max Elixir on the stairs before the boss battle alternatively, if you have any. But if you have no items left from fainting I'd suggest leaving and restocking.

If you have Landslide cave keep running through it to get the deluxe boxes at the end, they can contain reviver seeds. This also will make Kecleon refresh his shop.

Make use of the recycle shop at Spinda's if you have an excess of the needed seeds. Do a few jobs and buy whatever Kecleon has in stock each day. Stuff like x-eye seeds, totter seeds and stun seeds are very handy; x-eye seeds in particular. Reviver seeds should be your priority if you're short on cash for some reason.

It's been a long time since I played that game but if you can't take them head on you may have to start the battle by taking a step back and having your fire tank the petal dance.. That may not help much either so you may just have to resort to lesser missions and seek a more potent moveset.
