The AI wouldn't care and would keep using as normal.

His point is this:

Let's say you're fighting a pokemon with this "item pressure" ability, and you want to catch it. You have 2 pokeballs. You throw the first pokeball to try and catch it. You are now out of pokeballs, because the ability caused you to consume two when you only used one.

The counterpoint is that it's pretty much a purely 1-player player-side punitive ability.

It hurts you. It's an ability you might hate to see when you want to catch it or whatever but not one you'd want on your party.
