Why is Lugia a Psychic/Flying type? She's more related to the ocean than she is anything psychic-related. Heck, I can't find anything psychic about it...

I can think of a couple of reasons, one because it originally rested atop of a tower like Ho-oh, it's not innately a water dwelling pokemon. And also because Ho-oh is fire and it would be completely one sided if Lugia was water.
