Milk drink can't be used on allies in battle, only outside of it. It's exactly the same as softboiled. A good cleric would run wish/protect instead for self healing and party healing. Like Umbreon often does.

1. Miltank can't wish, it can only heal itself in battle
2. Miltank can't take a hit. A good cleric is at the very least beefy, as it needs to be able to switch in, use its healing move, and potentially switch out.
3. Umbreon can baton pass to keep a chain going while using wish to heal other baton pass users.

them 130 base HP wishes, Heal Bell, and the ability to use slow baton passes to wishpass for free, and access to Scald to weaken hits for teammates.

Best wish passer is Blissey; you are capable of healing almost every Pokemon to full health ever since Gen 5 introduced a new Wish mechanism.

Umbreon is also able to perform wish, but not to its full potential as Blissey (though it can heal above half). Contrarily, with decent health, mediocre defense base, jesus-like special defense base, and access to Heal Bell, its role of healing ally status ailments is more suitable. Furthermore, it has the ability Synchronize. If you're able to use this properly, you can easily turn the tables of Stall Wars.

Vaporeon is OU because rain is so common, so both of its abilities are extremely helpful. And it has excellent Special Attack to fire off STAB, rain-boosted Scalds that can burn the opponent.

Umbreon only has its defenses, and we all know that defense has no place in the hyper-offensive OU.

In Gen IV, Umbreon was UU most the Gen, Vappy was always OU.

Umbreon scraped enough usage to barely get into OU in the final retiering of the game. In the current Gen IV metagame, it's completely unused and would be back in UU.

So even in very bulky metagames that have fierce competition for a bulky water and virtually no competition for a bulky Dark, Vappy STILL massively outusages Umbreon

Not that guy, and Shuckle is definitely one of my favourite pokemon, but Shuckle's shit base HP and lack of decent recovery stops it from being that good. Although I have had some good fun with Power Split Accupressure Shuckle.
