When you portray a character with human emotions, human speech, human goals, human sentience and the all-around goal of attaining sympathy for a character, human gender then comes in question. While yes, there is nothing flat-out stating that it's gender roles are like humans, there's also nothing saying that they're not. It's an odd assumption to make that they would go out of their way to curve ball something like that when designing the character's direction.
As it stands, it displays gender traits similar to that of a typical understanding of human masculinity, and there's no reason to think that the creators would purposefully try to misdirect the audience.

Also, they are writers for a fucking childrens show.. doubt they put much thought into it beyond "gee, it looks strong, and boys will like it, kk so its got a male voice now."
