Politoed with Specs can OHKO/KO things in OU reliably.
Politoed offers decent special bulk, and a variety of support moves like Scald and Toxic, and more unique to it than other bulky waters: Encore and Perish Song. All of these matter, unlike the NFE weather starters who also offer support/status, because Politoed has the bulk to continue using it throughout a match after taking a hit.
It can even run Scarf, and still manage KOs with Drizzle backing it, though it isn't its best set.
Drizzle, for Politoed alone disregarding teammates, boosts its STAB by 50% to ameliorate its average offenses, gives it a 4x resist to Fire while shutting down opposing Sun/Solarbeam and bulky Pokemon who rely on Moonlight/Morning Sun.
The gist of your argument is fine, but it absolutely does NOT apply to Politoed.
Politoed was outclassed for its role as a bulky water before, but it wasn't a bad Pokemon. Drizzle gives it both power and the best team support, giving it a unique niche, making the overall evaluation great.
