A good TR team plays like a Heavy Offense team, this means you don't care that your Chandelure lost 70% of HP, as long as you get the TR up. After you TR, you can Shadow Ball the Blaziken (I actually run Psychic on mine even now, so it would be a sure OHKO), and then maybe weaken or bring down some other Pokemon, and let Chandelure faint.
After that, you go to another TR user who can set up against the opponent's current Pokemon, and repeat the process. Rarely do you have to switch at all, and if they want to try to set up, you just TR in the same turn and make their set ups useless. And as weather teams are usually offensive teams, they can't take the attacks that a TR team will unleash, so their super powerful water/fire attacks will not even get launched.
If, for example, the TR ran out and your opponent has a Kingdra against you, just sacrifice the current Pokemon, then go to a TRick Roomer that can take just ONE hit from it (Slowking for example), and TR and Psychic and sacrifice again. That handles weather teams pretty well.
