But it doesn't recover HP. Giga Drain Gengar can, for example, switch into Mamoswine's Earthquake, take the subsequent Ice Shard, and recover all the HP that it lost from it with Giga Drain.

Very little can actually switch into Mamoswine, since most Earthquake immunities are weak to Ice. Gengar works fine combined with a Steel type to lure an Earthquake.

Before the Mamoswine Ice Shards you it gets switched out to avoid an OHKO from Focus Blast, so that doesn't happen. That is provided you don't get killed by Icicle Crash/ 2 Ice Shards on the switch.
