I think they should have given Heatran two pre-evos and made it a second pseudo with Garchomp. It feels so out of place as an actual legendary.

They only APPEAR, not MAKE blizzards (at least by certain accounts), so that'd only make them viable to appear in snowy areas.

Now they could make a legendary Xuanwu/Genbu turtle+snake that has Snow Warning
