Skarmory is mostly just a great counter to outraging dragons, and a great pivot against physical attackers in general.
Don't get me wrong, weezing is decent, and great against almost all physical fighting types but its lack of reliable recovery, and general inferiority in regards to utility.
All it can do is will o wisp and haze.
