Pretty self-explanatory, I know, but I don't think I've ever felt that particular penalty taking as nasty toll in any other pokemon game than in SS/HG :')
So my advice would be to avoid flying.
Plus Voltorb flip is great, and easy. If you end up agreeing, prepare to feel 'bad' how much 'easier' bartered goods from gamecorner may make your game feel.
In addition to Primo's eggs, you may wanna collect Eevee from Bill too.
Talk to him at ecruteak city pokemon center, and then go back to goldenrod city and talk to him again; go left past the game corner, the first avalible house south. For evolutionary stones I think Pokéathlon dome is beast place to acquire them.
