Imagine I'm playing gen III and I have a Crobat that pretty much outspeeds anything and knows the move Mean Look.
If I'm walking around and come against a roaming pokémon such as Latios and use Mean Look, it wouldn't be able to escape, of course.
But if I use it against a pokémon such as Entei, that knows roar or a Haryiama that knows Whirlwind, will it prevent them from escaping?
