To me, Pokemon like Clifairy don't really fit 'normal' typing. Yeah it might work from a competitive stand point, but a 'fairy' like creature certainly isn't normal, average, bland, or what ever other moniker you want to give to describe a normal type.
Normal type might currently be the only type that fits, but doesn't mean there could, maybe should be a much better fit if a new type was introduced.
